Born in Buffalo, William R. Jobling was a 1967 graduate of Williamsville South High School. He attended the University at Buffalo, where he studied fine arts under Walter A. Prochownik. He won several awards in local art shows during the 1970s and 1980s. Later in his career, he hosted both solo and two-person exhibitions at the former Artist's Gallery, which became the Big Orbit Gallery, at 30 Essex Street on Buffalo's West Side.
Jobling co-owned Clearlight Studio in Clarence with his artist wife, Donna Ioviero. Their collaborative large-scale painting projects include a mural at the Allen-Medical Campus NFTA station in Buffalo, as well as a mural at the Herschell Carrousel Museum in North Tonawanda. For fund-raisers, they painted a life-size sculptural bison/buffalo for "Heard About Buffalo" in 2000 and two cars for "Art on Wheels" in 2003. The painted many buildings in Clarence and surrounding areas, as well as several floats for Fisher-Price Toys.
