Law No. II.  Each member shall be present at all of the meetings, unless he can give a sufficiently good reason   Law No. III.  No officer can be removed without a unanimous vote.  Law No. IV  New officers shall be elected at each banquet.  Law No V. The breaking of any of the foregoing laws means the paying of one cent fine and the receiving of a whoopla.

These laws were accepted amid much of laughter and many other laws of a joking nature. 

Then with little trouble dues were placed at 10¢ a week, Brown + white chosen as colors, caputal as a password. 

Censors were appointed by the President to judge the desirability of all jokes, and the Secretary promised to look after the matter
